Issues And Challenges of Indian Fiscal Decentralization

Over the years the phenomenon of decentralization in general and fiscal decentralization in particular, has assumed great importance across the globe.

The process of strengthening of local governments is welcome step accepted by all sections of the society. The decentralization takes place through devolution of resources and the functional responsibilities to the lowest level of governance. The devolution of resources and discharging of the functional responsibilities have assumed great importance in recent past in almost all the countries and India as well. In the form of two historical amendments, India has also initiated the process of decentralization. The Government has implemented the 73rd and 74th Constitutional Amendment Act (CAA) for strengthening the grassroots level of governments in rural as well as urban areas. It is endeavored to analyze the extent of fiscal decentralization, revenue and expenditure.
